Mr. Prime Minister and other Members of Cabinet, Members of the Honourable House of Assembly, Honourable Senators, Senior Government Officials, members of the Clergy, ladies and gentlemen it is a pleasure to greet you this morning.

As we build on the spirit of Independence, the organizers of Business Outlook are to be commended for focusing public attention on the need for creating new blueprints for social and economic development and for including land tenure as a part of the discussion.

I begin with the clear proposition – there is a need for change in land administration in The Bahamas. This need becomes apparent when we consider that except for the controversial Quieting Titles Act, 1959 and the Condominium Act, we have not had relevant legislation to address the Conveyance of land - that is the procedure whereby ownership of land is transferred and rights relating to land are created - in over 100 years, since 1909 to be exact.

In recent times, successive governments have identified the issue of land administration which includes land tenure and land policy as one to be addressed and there have been some efforts toward change. A significant development came in 2005 with an initiative known as the Land Use Policy and Administration Project.
